FHWA Additional Interchanges to the Interstate System: It is in the national interest to maintain the Interstate System to provide the highest level of service in terms of safety and mobility. Adequate control of access is critical to providing such service. Therefore, new or revised access points to the existing Interstate System should meet certain criteria. Scroll down to "Policy" to see the eight requirements RRLLC must be satisfy in order to get their proposed I-80 interchange.

PennDOT Highway Occupancy Permit Guidelines (PDF): Read about PennDOT's guidelines for granting a Highway Occupancy Permit (HOP). RRLLC will need and HOP no matter what access they use-- I-80 or local roads.

The U.S. Fish & Wildlife Service notes appropriate habitat in and around the CLOG parcel for four federally listed species of concern in the Endangered Species Program:

  • Bald Eagle (threatened; also threatened in Pennsylvania): Bald eagles are also protected under the Bald and Golden Eagle Protection Act and Migratory Bird Treaty Act which prohibit killing, selling or otherwise harming eagles, their nests or eggs.)
  • Indiana bats (endangered; also endangered in Pennsylvania)
  • Northeastern bulrush (endangered; also endangered in Pennsylvania)
  • Small-whorled pogonia (threatened; endangered in Pennsylvania)
