Protecting Today... Preserving Tomorrow

People Protecting Communities is a growing regional coalition of concerned residents, business owners, outdoor recreation enthusiasts, students, and property owners. We are committed to protecting and preserving the health and safety of citizens and preserving the environment for sustainable uses in Pennsylvania by stopping the massive landfill and incinerator proposed for the western edge of Rush Township in Centre County. We invite you to join us in this endeavor. Click here to download a membership form.

Help save 5,800 wild acres of forest habitat in the central Pennsylvania Wilds from being turned into the largest dump east of the Mississippi. Let the people in power know this area, noted for its scenic beauty and outdoor recreation opportunities, is not compatible with a landfill-incinerator-industrial park complex!

The RRLLC landfill application was submitted to the DEP May 5, 2006, and deemed administratively complete on October 2, 2006. We have hired and attorney to help us review the regulatory and administrative aspects of the application. In addition, technical consultants may be needed soon. Experts are expensive. Please consider sending an additional donation.

*** CRITICAL ACTION ALERT ***
Trash Train Public Meeting September 14th
Submit Comments by September 28th

This is Your Last Chance!

The Surface Transportation Board (STB) will be hosting a public meeting September 14, 2010 from 6:00–9:00 p.m. to make a brief presentation and solicit final comments regarding the environmental assessment findings published in the Draft Environmental Impact Statement (EIS) for the proposed rail line for the proposed Resource Recovery (RRLLC) landfill.

Please mark your calendars for two important dates:

September 14, 2010 • 6 – 9 p.m.
Public Meeting

Philipsburg-Osceloa Area Senior High School
502 Philips Street, Philipsburg

September 28, 2010 – Comment Deadline

The 20-mile rail line would be located in eastern Clearfield County primarily in Morris and Cooper Townships, and in western Centre County in Rush and Snow Shoe Townships.  Reactivation of the rail banked Eastern Segment would result in the loss of approximately 9.3 miles (about 50%) of the Snow Shoe Multi-Use Rail Trail including the Peale Tunnel and Viaduct BridgeThe proposed construction/reactivation will cause moderate wetland, surface water, and biological impacts.  The alternate line from Munson to Ninth Street in Philipsburg suggested at the February scoping meeting has now become the preferred route for the Trash Train.

We believe stopping the rail line is another big step to stopping the landfill.  Once again we need your help.  We need a large crowd to turnout at the upcoming public meeting.  Please plan to be there and bring your family, friends, and neighbors.

Those of us who live and “play” here know Central PA better than anyone.  We must let the STB know how this Trash Train to Nowhere will negatively impact this area!

We must make bold and truthful statements about how this rail line will affect us. Will they condemn your property for a right-of-way? Will your business be affected by the loss of the rail trail? Will you be less likely to visit our area for outdoor recreation opportunities? Will your property lose value because of trash trains traveling by your house? Will the serenity of your wilderness retreat be ruined by industrial noise and the stench of garbage? Will emergency vehicles be impeded by train traffic?

PLEASE attend the Public Meeting on September 14th and submit your written comments by September 28th.

Download a PDF of the snail mail alert about this critical event to share with friends (includes maps of affected area).

We would not have made it this far without your assistance and the exceptional legal expertise from our attorneys at Ballard Spahr Andrews & Ingersoll, LLP. To be the most effective we can be, People Protecting Communities response to the draft EIS will require additional legal counsel.

We want to make sure that we can continue the battle, so once again we are asking for your help. Donations to beef up our Legal Defense Fund are needed. Please mail your donation (any amount is GREATLY appreciated) to PO Box 38, Clarence, PA 16829 or donate through PayPal here.

Ever wonder what waste by rail would be like? Check out the following short video and then imagine 55 carloads of trash per day heading our way, 6 days a week for who knows how long. (The train in the video is hauling about 63 cars.)

Please share this video with everyone you know, particularly those living along this line. Federal law requires trains approaching street level crossings to sound their horns for 15 to 20 seconds between 96 to 110 decibels (about as loud as a jackhammer next to your ear) according to the Federal Railroad Administration rules.

Thanks to the Alliance Landfill Blogspot and the folks at the Alliance Landfill Task Force for finding this video.
